Subscription: Condé Nast Digital Only Gift

I purchased a digital only subscription of Vogue magazine through iTunes for my sister to use as a gift. Until recently she could log in to the Condé Nast app with my ID to access this, but now it is a challenge due to 2-factor authentication. Can I have the subscription ID transferred to my sister‘s ID and the billing continue to me?

You could set up Family Sharing with her. Then have her subscribe and you would be billed. You can cancel the subscription set up using your Apple ID. Her other purchases would also be billed to you. What you would like to do can't be done. You might try iTunes Support to see if they can do what you want.
