Apple ID failed verification

it has been 4 weeks now that Apple service cannot figure out solve my problem, Have Error Verification Failed, You do not have an Apple Id but i can get into my Apple ID account and I cloud account when i go to Appleid.com or Icloud.com

iPhone 7, iOS 11.4.1
