Macbook Pro not updating

The problem arose after I wiped (restarted) my macbook. I was attempting to re download the Pages app when the app store stated I needed to update my system to the latest (10.13) for the download to occur. After trying to "update" to the recommended in the Updates section, no newer updates were available. Upon investigating on 'About this Mac', I noticed that the current OS is 10.11. Help.
