i bought ipad from someone else. unfortunately this ipad has activation lock and i can't contact to first owner. what can i do to activate this ipad ?

You will have to contact the person you bought it from, only the person whose account it's locked to can potentially help (nobody on here, nor Apple, can remove activation lock from it, nor help you find the person whose account it's locked to).
