iPads that use Siri NEVER had the ability to simply use the “Hey Siri” voice activation without holding the Home button down first.
The “Hey Siri” voice activation alone, without holding down the Home button, ONLY works when the iPad is plugged into power and ONLY works if you set this up, first, in the Settings App, under Siri settings, Hey Siri settings toggle button.
The new 2018 iPad Pro models no longer have this limitation.

Thanks for using Apple discussions. Have you followed these steps yet to activated Siri with your voice?
First, you have to activate this feature. Go to Settings > General > Siri, and then toggle on “Allow 'Hey Siri.'” The next time you summon Siri with a command—either by holding down on the Home button or by calling out “Hey Siri” when your iOS device is plugged in—you'll be prompted with a setup screen.
Is it not possible to operate siri by voice command without plug in? It should be. Please mention the feasiblity or any idea like "Ok Google".
That didn’t work for me, after the initial setup and then calling out “Hey Siri” with the device plugged in, there was no prompt for a setup screen. So I still have to have my phone and ipad Pro plugged in to use “Hi Siri”. It wasn’t always that way, it seems to have started after the update to IOS 12.0.
