AppleID is locked for security reasons; can't access recovery email because it is send to *@icloud.com mailbox which is also restricted

AppleID on my moms phone got locked somehow

On iforgot.apple.com there are two options to retrieve access to AppleID - answer security questions and get recovery email.

We failed at remembering security questions, so our only option is email. The *@icloud.com email, access to which is obviosly locked because we can't login to any of the icloud services. Does this really mean that we don't have any option to get access to this icloud?

If you can't remember your answers to your security questions and don't have access to the email account see if iTunes Support can reset the questions and password for you : http://www.apple.com/support/itunes/ww
