How do you accept an invitation on Apple Watch Walkie-Talkie?

I have updated both my iPhone and my Apple Watch Series 2 to the latest versions. I can send an invite, but the person I sent it to doesn't see it, and neither do I when he sends me an invite. We both get a message that says that an invitation to the other was sent. WiFi is on, Facetime is on, Hand-off is on.

Use Walkie-Talkie on your Apple Watch - Apple Support

Accept an invitation

Touch and hold the top of the watch face, then swipe down to open Notification Center.
Look for a notification from Walkie-Talkie, then tap it.
Tap Always Allow.
If you can't find the invitation, make sure that Do Not Disturb is off. Touch and hold the bottom of the watch face, then swipe up to open Control Center. If Do Not Disturb is on, tap .
