I am trying to manage my subscriptions as I am being charged for items I don't want. I have been trying for 30 minutes and just go around circles with no answer.

Now nothing I guess. You cannot set up Family Sharing without the prerequisites. If you want to leave an existing family sharing group you might need the assistance of Apple Support.

How do I upgrade individual itunes so that I can control itunes family subscription from either an Android phone or a Windows 10 PC? Only my son has an iphone and he can't be the one to manage the account. He will only be able to join. What do I do?
