It is supposed to, but my mid-2012 13" MacBook Pro had a serious issue after install. After boot up and logging in it would stay on the desktop for 30 seconds or less then the screen would flash, then the login screen would come back up. Made it so trying to do any kind of fix or investigating was impossible. Ended up wiping the drive and doing a Time Machine restore after every other remedy was exhausted. So, make sure you have a full backup and time to spare of things go south.

My mid-2012 15" MBP runs Mojave just fine. Mine has the 2.7 GHz i7, but 2.3 GHz shouldn't be a deal breaker.
I have the same system. According to the specs it should but I just started a Time Machine restoration after trying to make Mojave work for the last 9 hours. Ymmv...
