Can't log in after upgrading to Mojave.

I upgraded to macOS Mojave on my 2014 Mac mini and when I logged in I went through the setup stuff and was in for a few minutes but then the screen flashed a little, everything froze for a few seconds and it just went back to the log in screen. All accounts are doing this, even the root account I have setup. Booting the computer using verbose mode gave me some information. Everytime it happened with verbose mode on, it showed some info on the screen, reading:

vm_map_delete: map <ptr> [0x1448f2000...0x1448f3000] nothing at 0x1448f2000

IOConsoleUsers: time(0) 0->0, lin 0, llk 1,

IOConsoleUsers: gIOScreenLockState 3, hs 0, bs 0, now 0, sm 0x0

Booting in safe boot mode just locks up the computer before I even get to the login screen.

Using disk utility in recovery mode, first aid shows that the drive works fine and there are no problems. (Side note: I am submitting this post from recovery mode's Safari.)

None of this happened before the upgrade.

Mac mini (Late 2014), macOS Mojave (10.14), 2.6GHz CPU, 8GB Memory
