Can a Mac Mini Server boot from a external drive?

I have a late 2012 mac mini server (hardware) running High Sierra with latest server software. I tried to install High Sierra to a usb connected external drive; however, I never see the external disk in the install.

any suggestions?

Mac mini, Mac OS X (10.7.1)
