Why is my system showing using 22gb of data on a 32 capacity

My 32gb iPad is showing using 22 bg of data please help

32GB is the amount of total RAM in the device. The OS takes up some of that space. Then whatever apps you've added.

That seems unusually high. iOS 12 on my 6th gen iPad takes up 5.5 GB. I can't explain why the OS alone would be taking up that much space.
