Turn on two factor authentication to use continuity camera

I am using Macbook Pro 2018 with macOS Mojave(10.14) and iPhone 6s with iOS 12. The issue is that whenever I tried to use continuity camera, a window would pop up saying that I need to turn on two factor authentication to use continuity camera. However, it turns out that for latest version of iCloud, TFA is turned on by default, and it is the case on both my Macbook and iPhone. So I wonder if anyone has been through the same problem, and if there is any possible solutions. Thanks!

I have been through the exact same problem this steps worked for me, first sign out of your iCloud account on your Mac then sign in again. Reset NVRAM by shutting down your Mac, then turn it on and immediately press and hold these four keys together: Option, Command, P, and R. You can release the keys after about 20 seconds, during which your Mac might appear to restart. Log in to your Mac and try using continuity camera.

Slightly off thread - I wish to use Cont. Camera (CC) when travelling in the country. I will have WiFi but no internet or mobile phone signal. Is there any way of using CC without Two Factor Auth. (TFA) as, of course, TFA won't work without signal.

Why on earth is TFA forced on us by Apple for CC? TFA is not needed and I can't generally use it anyway.

(P.S. Yes, I know I can use Airdrop with just WiFi but CC would be more useful. Oh, and why does CC need TFA but not Airdrop????? Inconsistency from Apple yet again)
