Can't change store country

Hi guys, I met a problem with the iTunes store that I want to change the store country from China to the US. But it always failed and notified me that I have pending bank orders.

I checked the purchase history but can't find out any pending purchase.

Do anyone have the similar experience like me or can give me some advice about this?
