Card continually declined even though it is valid?

I’ve used the same card before but it keeps declining me, I have sufficient funds, the only thing I have pending is 2 app purchases of 1$. I can’t pay off these pending purchases if it keeps declining my card. I can’t update or install games either. This is very frustrating. (Also tried different cards)
