Stays in the dock

Every time I open System Preferences, and then close it, the icon remains in the dock. The only way to remove is is to right click on the icon, and choose remove from dock. I happens on other applications as well. I can't find any settings to stop it from doing this. Any ideas?

System Preferences > Dock. Uncheck "Show recent…" at the bottom.
