Apple Photos - High CPU Usage

When editing RAW photos the CPU usage jumps. It usually hovers around 90-110% and severely slows down my MacBook Pro (without Touch Bar).

This issue has been brought up multiple times in this forum with no clear answer. I don't think it's because of face scanning/indexing new photos because it still happens on photos that are years old.

My computer is the base model: i5, 8GB Ram. I have no issue editing photos in Lightroom or Photoshop.

You've installed what most of us around here consider malware: CleanMyMac3. it is totally unnecessary and does more harm than good. Uninstall it according to the developer's instrutions: How to uninstall CleanMyMac 3. Knowledge Base - MacPawhttps://macpaw.com/support/cleanmymac-3/.../how-to-uninstall-cleanmymac-3

One should not run any "cleaning", "optimizing", "speedup" or anti-virus apps on their Mac. It is not needed. Read this user tip about protecting your Mac: Effective defenses against malware and other threats

1 - I booted into Safe Mode but Photos was unusable. It crashed most of the time and when I got into the editing screen, the photo was just black. The CPU usage was very high just running the app (150-190% all the time). My computer turned into a jet engine.

2 - I logged into another account and the CPU usage seemed to improve. The max CPU usage was 120% but it usually hovered in the 70-100%.

How can an application use 190% of the CPU? I would think the max would be 100% but maybe this doesn't apply to computer parts
