Changing profile pic on iphone

I'd like to change the profile picture that is on my phone. When you go into settings, it's there at the top, next to your name and "Apple ID, iCloud, iTunes, & app store." If you tap it, the next screen, there is the option to edit that photo.

When I tap to edit, and choose "select photo" from the ap that appears, folders from my photos ap appears. But no matter which album I choose, it all says there's nothing in any of them. Which isn't true. I have thousands of photos.
So if I back out and go back in, then it says I have no photos at all to choose from.

If I restart the phone the exact same scenario above occurs: First it tells me all my albums are empty and then the next time says I have no photos at all.

Any ideas?
