I suggest going to icloud.com and going through the photos to see which ones can be deleted. That may clear up enough room. If your new phone was restored from that info it won't matter if you delete the old device. I suggest plugging it into your iTunes computer using a USB cord and doing a backup/sync

I recently got a new iPhone and it hasn’t backed up since I got it and it keeps saying that I don’t have enough iCloud storage to do a backup. I went to ‘manage storage’ and under backups it shows my old phone which has 4.6 GB and my current phone which has 0 KB. If i delete my old phone off of my backups will it delete anything from my iCloud?

From what you've said, deleting this backup of your old phone will free up 4.6 GB of space on iCloud. This won't affect anything else you may have stored in the cloud. Seems like a good idea, under the circumstances!
