iOS 12 tossed my apps around on my iPad Pro

When I just upgraded my iPad Pro to iOS 12, I found all my apps rearranged in a whole new order with many large gaps on the pages. Now that we can't use iTunes to manage apps, I will have to put the apps back in order with my finger. Does Apple care anymore for its users?
