I have a iPad Air2. I received message to download to IOS 12. When I tried to download I received the message that the software is current 8.1.2 I received a similar message for my iPhone 5.

According to Apple an iPad Air 2 should be able to run iOS 12
Double check compatible devices > iOS 12 is compatible with these devices - Apple Support
Then you don't have an iPad Air 2. You might have an iPad 2, which is quite a different device.
The iPhone 5 cannot run iOS 12. It is limited to 10.3.3.
The model is A1566. I believe that indicates an iPad Air 2
