I just upgraded to macOS 10.14 (Mojave) and noticed that now, once I am finished using an app and quit it, its icon stays in the Dock and has to be moved to the trash manually in order to remove it from the Dock. This never happened in any of the previous versions of macOS or MacOS X that I used...is this supposed to be a new "feature," or is it just a bug?
Has anyone else noticed this?

Don't. The option was just introduced with Mojave.
There is a way to have apps opened to leave the doc. I was just hunting for it. When I don't use an app I don't want it in the dock taking up space which is why apple gave a way to stop it. See below
Apps remain in the Dock whether or not it’s active or not.
App icons are in the Dock on purpose so you can open an app from there instead of having to go to the Applications folder.
