i can’t download FREE app’s or update existing app’s due to lack of funds in my connected bank account, why?? PLEASE HELP!

I can’t download FREE app’s or update app’s already installed on my ipad mini 4. Every time I’ve tried it asks me to update my billing info; so I do. The next little messes get that pops up says something along the lines of “Can’t dowNolan due in insufficient funds”. Which, Yes, I understand that I have only $3 in my account right now. But I’m only trying to download a FREE app, or update existing app’. Couldn’t even download the FREE Apple support app. SOMEONE PLEASE HELP!

When you have a card on an account it has to be a valid card and pass the iTunes validation, that applies to all downloads. Either increase the balance on the card, try a different card, or see if you can remove it : Change or remove your Apple ID payment information in the iTunes Store - Apple Support
