Moreover, in the full-screen mode, the advancer bar with the 15 sec forward and backward buttons has disappeared, how can I reactivate it?

I have fixed this on my iPad after iOS12 was set. Go to Settings, select Safari->Addition (could be correct translation - last point in menu)->Experimental Features and enable Fullscreen API. As a result I got real full screen in Safari ( 3 icons in the top left and posibility to move fo 15 seconds).
