iCloud storage space is tied to an Apple ID. Some users may have multiple devices using the same Apple ID and need backup storage for each device. Families can now share a larger iCloud storage plan via Family Sharing.
You seemed to believe iCloud was off device storage and that you could move content from your phone to iCloud.

The iCloud Photo Library is a syncing service, designed to keep your photo library the same on all subscribed devices.
When you delete on one device, iCloud syncs that deletion on all devices.

Thank You for your reply. Do you know if o can store (I have thousands) my photos on my cloud but delete them from my phone? I pay for 200GB extra storage every month but it’s pointless as I can only SAVE the same amount on iCloud as I can on my iphone!!!!

As I have explained. No. It is a syncing service. iCloud is not off device storage.
If you enable optimization, the required space will be managed and smaller versions of your photos will be kept on the phone. Videos will be thumbnails only on your phone.
Settings > [your Apple ID] > iCloud > Photos > Optimize
Thank You for taking time to reply, but is there anyone else who has had this issue? I understand what you are saying but why did Apple contact me to ask if I’d like to purchase more space? ( which I did at a cost of 2.99 per month ) I now have 200GB Of Space on my iCloud which I pay for every month & cant seem to use it due to the size of my phone? why do people ( myself included) buy space when we can’t use it?

That's exactly what I use Google Photos for.
So if I download google photos or google drive, can I save them & then delete them from my iphone?

Yes. Read their help for the exact details but I have it set so that it automatically copies any photo I take and then I can trash the images from the camera roll. It also backs up all the pics on my Mac too.

Thanks for reply. My iCloud copies photos too, but once my phone is full & I delete them, they also get deleted from my phone.
How do you have your settings set, so that they are only deleted from phone & not the cloud???
