Screen Time limits for older teenagers

Looking for how to use the new iOS12 Screen Time feature to set limits on my 16 year old's screen time addiction. When adding a family member (Apple ID, Family Sharing, Add Family Member) for the teenager, I invite by person with Apple ID & password, or by iMessage. But as the teen is over 13, it lists her as an adult and the phone is not listed under my Screen Time. Is this desperately-needed feature only available for users under 13 years old? Truth be told, when her Apple ID was created before she was 13, we had to fib about birthdate and listed it as 1964.

We spent about 90 minutes on the phone with Apple Support and we finally got it to work! I'm not sure how or if the stated age of the teenager matters but we corrected the age of her Apple ID to 16, and it still didn't work. Then the Support person found a similar case and behavior. The solution to that case was to have the parent log out and back in to Apple ID on the parent's phone. After doing that, under Family Sharing, we can now activate Screen Time for the teen. Now the teen is listed under Screen Time. Kudos to Apple Support for their persistence.
