Unable to access Apple iCloud ID or reset password

I have an apple iCloud id which is an @icloud.com email address and I have forgotten the password for So I am unable to backup. I have tried to reset the password but I get the message it will take 24 hours to do some verification and an email will be sent to my @icloud account. My question is how do I reset the password if I don't have a password and can't access the iCloud email address to access the email it's going to send to rest the password. I appear to be in a never ending loop with no way out. Any suggestions would be great fully appreciated.

Thanks for the reply unfortunately I am still having issues. I do not get the option to use security questions I am only asked for my mobile number When I go to forgotten password so it may be that I have not set this option up. I also only have an iPhone and don't have another apple device under my id to use to try the two factor Authentication.
