Out of no where like the other morning I woke up to a rectangular box with a thinner box along the bottom of the rectangle that allows you to move it around. This is quite annoying and the only way I can remove it is to re-start my iPhone. WHY is this happening? I thought it might go away after I upgraded to iOS 12 but NOPE it's still there!

Check Settings > General > Accessibility > Zoom > Zoom (Zoom Region controls whether the whole screen is zoomed or just a window as per your screenshot,, and also check what you have a triple-click of the button set to : Settings > General > Accessibility > Accessibility Shortcut

Have you got a triple-click of the home button set to start/stop Zoom, and are you triple-clicking it ? Or are you double-tapping the screen with three fingers ?
Depending upon what you've got set there a triple-click of the home button might turn it off, or double-tapping the screen will zoom out and remove the window zoom
Whether it zooms the whole screen or part of it will depend upon what you've selected in Settings > General > Accessibility > Zoom > Zoom Region i.e whether it's 'Full Screen Zoom' or 'Window Zoom'
You go to Settings > General > Accessibility and check what you have set/enabled there
Lets say I was, if that so how do I get rid of it without having to restart my iPhone?
That doesn't tell how to turn it off. I'm asking how to turn it off w/o going to settings just like I'm turning in on w/o going to settings.
But isn't that supposed to Zoom the entire screen and not create a window that you can manipulate by moving it anywhere on the screen?

I turned the Zoom function off for now. I have to mention that I thought would be understood with my initial post. This mysterious box that appears is only when the iPhone is awaken, not when attempting to use a Zoom feature.
