unable to call 911 - keeps asking to add more numbers

I needed to call 911 last night and the call wouldn’t go through. It kept asking to add more numbers. VERY DANGEROUS malfunction!!!!

The phone display will always say "Add Number" under the numbers; you just type in the phone number and press the green call button at the bottom of the screen to place the call.
