Why am i unable to make subscriptions with my cards?

My cards are being declined and i found out today it's because of something called DCD or DC Exchange or something in that line . it's basically a dollar currency exchange / conversion issue and this stems from apple. Can this be resolved urgently? Please respond . because you are definitely loosing customers because of this.
