How do you make comments on shared photos.

You posted in "Photos for iOS" forum, but you mention "MAC IPHOTO". What device and what tool are you using? What version?
In Photos in iOS 12, there should be some text below an enlarged photo saying
"Add a comment..." or giving the count of likes and/or comments. Click on that text to add a comment.
In Photos 4.0 on Mojave, there should be an icon on any enlarged photo like a cartoon speech bubble enclosing a count of likes and comments or the "+" character. Click on that bubble to view any comments or likes, then click on "Add a Comment..." at the bottom of the list.
If you are using another tool, let us know which.
