Can I dispute an Apple Pay Cash Transaction?

I tried to buy something from someone online and paid for it through apple pay. However, I didnt receive the item and the seller blocked me from contacting me So therefore I couldn’t get a refund. Any way I can dispute this charge? I was a large amount of money and would appreciate any help I can get.
