How to remove contacts from iCloud

One method is to turn off iCloud Contact syncing on all of your devices (e.g., on iOS devices: Settings > [username] > iCloud > Contacts - off). Then use a computer and log into www.icloud.com, go to the Contacts app there, click the gear-shaped Actions menu at lower left, click Select All, click the Actions menu again, click Delete.
