I can’t turn on/off mobile data for certain apps

When I try to change mobile data for certain apps on iOS 12 I am unable to do so. I was able to do so on the ios 11. When I try to change be either going into the either the indervidual app setting or the the list (mobile —> then scrolled down) both appear grey and I am unable to toggle the green or white botton. This happens when using 4G or WI-FI. Thanks for The help in advance!User uploaded file

Thanks for visiting the Apple Support Communities. From your post, I understand that since updating to iOS 12 you're unable to toggle the mobile data settings for your iPhone apps under Settings > Mobile. I rely on various apps wherever I am, so being able to control which apps do and do not use mobile data is also important for me, and I'm happy to help with yours!

Based on the screen shot you've shared, it appears you may have restrictions set up on your iPhone preventing changes to which apps use your mobile data. If that's the case, you just need to turn them off under Settings > Screen Time > Content & Privacy Restrictions. Scroll down to the "ALLOW CHANGES" section, and make sure Mobile Data Changes are set to "Allow". If not, tap on Mobile Data Changes and switch it to "Allow".
