How do I set up a child's Apple ID without any iOS based device?

Hello!

I have just purchased an Iphoen SE for my eleven year son cause it appears to be about the only device available out there for a kid of his age to operate comfortably using just one hand

Now, we DON"T HAVE any other iOS operatate device in our family, so I tried iCloud for Windows instead in order to set up an Apple ID for him. Unfortunately, I can't set it up under Windows unless I have an icloud app set up on either of the Apple family of devices in the first place!

So, how does one go about setting up a child's account with Apple ID if there is no other iOS based device than my son's iphone se, which we can't set up properly because we can't get him an Apple ID?

How do I maintain any semblence of control over his usage of the account if there is no way I can use such a feature as Family control under Windows?
