Apple Id blocked/locked
How can i unlock my apple account if i don't know the security questions answers and i don't receive the email to recover?

If you can't re-enable it yourself : If your Apple ID has been locked - Apple Support
and can't reset your security questions : If you forgot the answers to your Apple ID security questions
and aren't receiving the email (you are checking the correct account i.e. if you have a rescue email address on the account that is the account you are checking the inbox and spam folder ?)
