can I use my old phone for a media player since verizon would only give me $50 for it. It has ios11 and 16g storage. It would work well for a music player while I work in the gaRage and won’t worry if it gets dirty

Yes. There's nothing stopping an iPhone from working without cell service. It can use Wifi only.
Obviously no cell calls or SMs messages will possible without cell service. But Music will work normally.
