iTunes 12.8 file sharing not working

My file sharing section is off and I have no idea how to turn it on. No article deals with this as it is new since 12.7. Everyone just assumes it’s on and populated with apps, but mine is not. I do have apps that file share on my device so this is quite frustrating.
