Can you use mark up in Videos? If not is there a way or app that will allow you to annotate videos with the Apple Pencil?

Depending on the type of video or video app, you maybe able to take a screenshot of a video frame and use an Apple Pencil compatible image editing app or a simple “write on photos/image app to mark up the screenshoot image of video frame using the Apple Pencil/third party stylus.
Other than this method, there is no other way to mark up a video and no third party iOS apps exist to do this either.
