Assuming that this is something that shows on your iTunes account's purchase history (e.g. it's not just a phishing email that you've received) contact iTunes Support if you claim that neither you nor anyone you've given access to the account did it (I assume you've changed the account's password if you are saying it's been hacked) : http://reportaproblem.apple.com or http://www.apple.com/support/itunes/ww
