I can download music from iTunes to my PC but the songs won't transfer to my iPod when syncing. Did a diagnostic and the error"secure link to iTunes store failed" resulted. It does this even when the iPod is disconnected. Has anyone else had this issue?

The current build of iTunes for Windows is 12.9. I've seen quite a few posts from users on older builds where Apple Software Update has been incorrectly telling they were up to date. See About App Store and iTunes Store availability - Apple Support for background.

Try rebooting your router and your PC to see if the issue goes away. Make sure that the PC's clock is set to the correct time.
