Can Apple remove Apple ID from phone?

I have bought a phone from a previous owner, but i can't get in contact with the owner.

is it possible for you guys to remove that apple id from the iPhone?

Do you have the original purchase receipt?

If so. Applecare migth be able to help you.

If you do not, your only hope is to get in touch with the previous owner
