Access photos iCloud
I’m not understanding how to access iCloud photos.

If you mean on your iOS device, if the device has iCloud Photo Library turned on, you can see the photos in your iCloud Photo Library in the Photos app.
If you want to view them on the iCloud website, then sign into iCloud.com with the Apple ID you are using for iCPL, and tap on the Photos app there to see your photos.
