High Sierra/Server 5.6.3 where is the http.conf created (and then used by apache) by Server.app?


it obviously isn't the one found in /etc/apache2/.

Try /Library/Server/Web/Config/Proxy/apache_serviceproxy.conf and the files in /Library/Server/Web/Config/apache2/. Note that you can't make changes to these files manually, as they're copied from inside Server.app or synthesized from various other config files.
