Why can’t I mute my camera shutter?

I have an iphone 6s. On snapchat I’ll be replying and opening snaps in public but people will get annoyed because of my snapchat camera shutter sound. I’ve tried using the mute switch and going into settings to mute any sound. I’ve gone into Do Not Disturb mode as well. None of it works. Halppp.

What's the model number listed in Settings>General>About?

Phones sold in Japan and South Korea can not silence the shutter sound as it's against the law in those countries. Taking the phone out of the country will not change that.
