Can I pair a U. S. Series 4 watch (A1976) with an iPhone using a French carrier?

I’ve been told that I can’t use cellular in Europe with a U. S. model series 4. But if my iPhone carrier is Orange in France, can I pair the watch with it and use all the WiFi and Bluetooth features on the watch if I have my phone with me?

Apple Watch US to Canada If I buy a 5G watch in the US can I have it linked up with a phone carrier in Canada? Rodgers is the wireless carrier there and that is not listed as one of the supported carriers on the website (I believe it just says t-mobile and AT&T).
