I can’t find Instagram in the App Store. For iPad mini

Instagram is only supported on iPhone. To get it on your iPad there will be a Filters button next to the search bar on the app store. On here where it says supports hit iPhone only instead of iPad only. The application won't fill up the entire screen but that is the only way to get Instagram on the iPad.
