How to I fix my disabled Apple ID?

My Apple ID has been disabled. I have fixed the password and it’s still not working.

Then around 2:30AM (PST), I still got the same message that my Apple ID was disabled (and still is as of now). And still I can’t get out of this mess. I still wish that Apple fixed a bug that indicates proof that I changed passwords (per the email given to me), yet the Apple ID was still disabled in my attempts to download updates from the App Store.
