How do I delete apps using iOS 12 if my restrictions were on before in iOS 11?

When I was using iOS 11 on my iphone 7 Plus, I turned off the option to delete apps under Settings -> General -> Restrictions. If i wanted to delete an app, i would turn on the option to delete apps, delete the one app, then go back and turn that option off again. This prevented me from accidentally deleting apps, and it prevented my daughter from deleting apps while using my phone. Now that I’ve updated to iOS 12, there is no longer a Restrictions menu. Now I cannot delete my apps. I tried googling “how to delete apps in iOS 12” but it says to go to iPhone storage, click the app, and delete it. When I go to iPhone storage and click an app, the option to delete it does not appear. I also read that I should go to Settings -> Screen Time -> Content & Privacy Restrictions but theres no option to delete apps there.

Settings>ScreenTime>Content&Privacy restrictions>Itunes&AppStore Purchases... 2nd option.
