Why is there no Peruvian flag emoji??? :(

This is not a developer question, and Apple doesn't have anything to do with creating emojis, other than to submit requests like everyone else. That is a variant flag of Peru (I am guessing the central coat of arms is too small to include), but you can take your issue to the Unicode Consortium.

There is already a Peru flag
